The Military Spouse Fellowship Program says Maria Santiago, Shannon Torka and Kathryn Webb were selected from thousands of applicants. The fellowship, which began in 2006, covers the cost of training and testing to become accredited financial counselors. Recipients must commit to working with the military for two years.
