Vote on tethering ban law Monday

DURHAM -- There is no local data to prove tethered dogs are more frequently abused and neglected or bite more often. And animal behavior experts are split on whether the ban is a good idea, but Durham County commissioners are poised to vote today to outlaw the practice of tying dogs outside.
